這是一條關於菜園村的片子,紀錄了O九年夏秋之間村民的生活。生活,眨時加進了每星期的村民大會及導賞團,大大小小的請願遊行,還有疑幻似真的政府 諮詢 會。眨時,要將自己前半生的歷史,甚至生活的意義展現出來。眨時,大眾市民認為反拆遷抗爭只是為錢的死結被少少鬆開。眨時,「農業」這兩個字少少出現在香 港人的眼前。(之後反高鐵抗爭、包圍立法會...)

不是最後,高鐵是要蓋了。一O年春夏之間,村民正在自己找地、買地、和政府周旋復耕的屋牌,重建家園,一切自己落手落腳。外面的人還以為大家拿了大錢,而且政府還會一手包辦買地起屋!?辛辛苦苦,為的是保持原有耕住合一、大家庭社區、老有所養、動植物共存的生活模式。

村民這份對生活及土地的感情由什麼來承載?

This is a film about Choi Yuen Village which recorded villagers’ life between summer and autumn in 2009. New elements are slipping into their lives: meetings every week, guided tours with many visitors pouring into the village, petitions, demonstrations and government consultations which genuineness is in doubt. All of a sudden they need to tell “stories” of their life in the village of the past fifty years, and also the meaning of their life. The ever fixed conception of fiercer demonstration equals to wanting more money seems shakened. The long lost phrase “agriculture” also reappeared in the eyes of Hong Kong people. (After the end of the timeline shown in this film follows the climax of the anti-expressrail movement around the Legislative Council)

Sadder still, the building of the expressrail is on the move. Between spring and summer in 2010, villagers move towards rebuilding the village with great difficulty. They face soaring land prices finding a new place for the village, they need to negotiate with the government everyday to try to get the license of rebuilding their home. Buying land, planning, building of infrastructure, processing of farm product are all problems villagers need to solve on their own. Public now have a false perception that the government has given them a huge sum of compensation and has planned everything for them. All their efforts from insisting on not leaving to rebuilding their homes are to live the way they want and protect their living standard. They want to live and farm in the same place, they want to live with their extended family, they want to live with their pets, they want their elderly to have a better live.

What is going to bear the weight of this passion to life and to the land?

建高鐵,拆菜園,O九年村民經過經歷大大小小的請願遊行、引發反高鐵抗爭、包圍立法會,滿懷希望「不遷不拆」。一O年初春,高鐵撥款還是通過了。農 曆新年,村民都在大小會議中一起渡過,問題來了:是繼續堅持不遷不拆?或轉向其他選擇?輾轉反側,瞻前顧後,最後痛下決定:規劃新村,農業復耕!

三月,菜園村生態社區營造工作室開始運作,村民和支援者四處尋覓適合建村的土地。期間,抗爭仍沒完沒了--耕了大半生的田,政府卻要你人證明自己是 個農夫才發復耕牌,不發復耕牌,又不可以建屋……外面的人還以為大家賺了大錢,甚至還以為政府已一手包辦買地起屋!?村民有苦自己知,甜酸苦辣、進退維 谷、忑忑忐忐,為的是保持原有耕住合一、大家庭社區、老有所養、動植物共存的生活模式 。

O九沒有花開的龍眼,於一零年果實纍纍。在這艱難的日子,什麼讓村民可以一起走下去?

Choi Yuen Village, a village threatened by the Expressrail. In 2009 villagers went through countless demonstrations and petitions, which triggered the Anti-expressrail movement at the end of 2009. Thousands of citizens surrounded the Legco to stop the budget from passing; all villagers only wanted their village to survive. In early spring 2010, the budget finally passed. The following Chinese New Year was not easy for the villagers, they had to decide whether they want to abandon the old village or not. At last, they come to the conclusion to accept the offer of land rehabilitation scheme and rebuild a new village together.

In March, Choi Yuen Eco-community Building Studio was founded in assistance of building of the new village. Villagers and volunteers went on searching for land in Pat Heung together. For the time being, the struggle was not over, villagers still need to fight for the qualification of the rehabilitation scheme, which meant they needed to prove they are farmers. Finding of new land, planning the future new village together, all needed the hard work of the villagers. People in the general public still misunderstood the situation of the villagers, always thought they got a lot of compensation, the government would
buy the land and build the new village for them, etc. All these bitter-sweet moments, all the hardship and quarrels and all the
emotions of the villagers, they were all in for continuing their original life style.

The Longan Trees that didn’t bear any fruits in 2009 blossomed and fruited lavishly in 2010. In this difficult time, what can keep villagers go together all the way long?

2010年香港反高鐵護菜園一役後,菜園村的命運如何?當日萬人站出來為菜園村抗爭,立法會通過高鐵撥款後,抗爭彷彿告一段落,但菜園村村民的抗爭其實尚未完結,而是轉上了自力搬村的艱辛路上。2011年,在爭取復耕牌以可在自購農地上建屋的的半年中,村民同時開始新村的規劃,要不要有馬路,誰住在誰旁邊,誰住在這誰住在那,由村頭到村尾,每間屋的設計,污水的處理,自有地、農地與公家地的比例等等等,一蓋集體討論決定。

同時間,政府宣佈村民十一月要離開。另一方面,因自購土地相關路權的問題,村民擔心即使買了地卻未能可以通往起屋而躊躇。時間逼切,這是團結的機 會,亦有潰散的危機,踏入十一月,政府開始進場拆屋,村民開始了每日巡守、阻擋怪手,爭取先建後搬的日子。直到2011年5月,菜園村村民離開住了幾十年 的家園,搬到自購農地上的臨時屋,繼續自力建村的路途。是甚麼讓村民面對重重難關,仍然堅持、團結,沒有被擊潰?眼下新界東北村落形勢日益險峻,菜園村的經驗,示範了自主搬村,亦告訴我們真實的抗爭的漫長,一切仍需繼續關注。

新界東北是香港的桃花源。

風吹皺一池春水,魚兒難得糊塗。夕陽染紅花,曲徑通幽,良田美池,坎煙有人家。學子復耕,村民燒烤為樂,果園木廠,藝術留住年華。

回歸以後,從囍帖街到新界東北發展,不分城市與鄉郊,迫遷故事無日無之。昧於地小人多的迷思,那裡有土地,那裡有推土機。市區重建,地積比率有價,搗毀唐樓,侵吞街道,興建幾十層高平台大廈,利潤翻了幾翻,受苦的是無家可歸的舊區遺民。昔日,鄉郊挾住交通不便,尚有呼吸空間,山城仍尋到淨土。還記得香江八景甲天下,盧吉道獨佔其二。如今古宅改建酒店,晨運客與自由行爭路,從此山頂不再寧靜。哪怕地處邊陲,養活幾代香港人的新界東北同樣難逃被規劃之命運。錯在它的位置靠近內地,冠以新市鎮的名目,掩飾中港融合的真相。

城市人窮盡一生,營營役役,換來只有買不起的樓價。街道被殺死,出入家門,隧道接鐵路,天橋駁商場。我們等不到下一代,孩子便已忘記夏天下雨,不知道天空是藍色。我們付出的代價還不夠多嗎?活在當下,生活貴乎有得揀。農民選擇耕種,漁民選擇捕魚,原住民選擇留守祖屋,長者選擇最後棲息地。新界東北村民選擇不遷不拆,選擇過靠山吃山、靠水吃水的生活。一動不如一靜,如其飛象過河,毀家滅村,盲搶農地,破壞生態。不如原地踏步,不進亦不退,道法自然,嚐一口新鮮有機的蔬菜。

新界東北有難,八方支援。我們是來自不同界別的藝術工作者,同樣是香港人,熱愛香港。我們決定站出來,為弱勢發聲。我們只懂藝術,手上沒有抗爭的武器,背後沒有政黨組織支持。我們相信,活在文明時代,生活有無限可能。怎麼發展就只有眼前的單一?藝術難擋推土機,卻有撼動心靈的力量,呼喚大家張開眼睛,反思新界東北發展模式。

Ripples spread across the pond in a spring breeze, and the fish are blissfully unaware. In the setting sun that colours the flowers red, one treads down a winding path, past verdant fields and ponds, and sees smoke rising from homes preparing dinner. In the the peach blossom land of the northeast, students pick up farming and villagers enjoy barbecue; in the fruit garden and timber factory, art keeps the old days alive.

After the handover, as the iron tower looms, the pigeons fled, the streams dried up, and development reverted to slavery. Value-adding becomes an endless pursuit. Entire lives are exhausted in a cubicle room where every meal is seasoned by dust. Passage into and out of one’s home are invariably tunnels and railways, overpasses and shopping malls. Our children are trained in six tongues and six arts, yet know not rain falls in summer or that the sky is blue. Have we not paid enough for development?

Driven blindly by limited land and a booming populace, where land is bulldozers follow. Redevelopment of old districts puts a price on plot ratio, and dismal cries from innocents are heard everywhere. In the old days, being inaccessible the countryside was spared some breathing room; unspoiled locations could still be found. Alas! Among the eight scenic sights of Hong Kong the Bowrington Canal was filled in ages past; the two flyovers on Lugard Road afford a visit to the clouds or a panoramic view of the Victoria Harbour. Along the winding path mansions and their surrounding greenery are turned into hotels; footpaths were replaced by driveways.

Bulldozers run amok, disrupting rustic peace. The ground shook in Ngau Tam Mei, where wells dried and the fish died. A man-made beach planned for Lung Mei is bound to devastate the marine ecology there. The country park is ceded to residential purposes. The northeast of Hong Kong, though remote, is where generations of locals thrived; its closeness to the mainland has nevertheless made it a victim of development plans.

Life of today is treasured for choices allowed. Farmers may choose to farm, fisher folk to fish, indigenous residents to stay in their ancestral homes, and the elderly to pick a final resting place. The villagers of the northeast choose to stay and live a life on what nature provides. Why destroy homes, demolish farms, devastate the ecology? Let things stay how they were, the way of the nature, and take pleasure in organic vegetables.

We are a group of artists who have various backgrounds. But all of us are Hong Kongers who cherish the city we are living in and We decided to stand out and voice for the voiceless. We are not armed with weapons; we just want to preserve the last green fields in Hong Kong by art. We believe that art cannot stop bulldozers from destroying the land, but it can awaken our hearts, open our eyes, giving us a chance to reflect on the mode of development in the northeastern New Territories.

各位朋友大家好!
即將在註書店播放《鐵怒沿線》紀錄片三部曲!

事件起始,是2008年,香港政府花費六百多億港幣,為了建一條26公里從廣州到香港的高鐵,並強制清拆高鐵路線行經的菜園村。檢視香港政府回歸後不讓中央邊緣化的荒謬政策,菜園村民自立組織心聲,面對媒體,自行製造發聲渠道,表達居住正義。更讓許多對農業觀念斷層的香港居民與學生,了解土地生養人類的重要意義。

透過這部紀錄片,大家可以完整的了解這五年以來,香港菜園村面臨失去自己家園的始末與心情。拍攝這三部紀錄片的製作人五年以來以鏡頭陪伴村民,第一部《菜園紀事》紀錄七十歲的村民高婆婆與許多村民,面對搬離村的無奈,仍需日常的種菜賣菜吃飯,而這些日常點滴即將被改變,高婆婆也與村民一起開會,一起上街頭,一起學習表達想要在菜園村住下來的強烈意願。

第二部《篳路藍縷》紀錄事件並未受到官方良性回應,政府請過興建高鐵,聲援菜園村居住正義的文章、採訪、藝術、行動劇越來越多,村民必須自救,轉向一條未曾有人走過的路:自力搬村。爭取建屋牌照,更積極的陳情,也換來官方更強硬的手段。大家哭笑安慰,相互陪伴艱難時期。

第三部《三谷》紀錄著幾年以來,村民決定另覓新地,重建新家園,但是一切尚未塵埃落定,需要爭取更多搬遷的緩衝與建屋時間,但為了逼迫村民早日遷走,官方警方並未理會村民是否已經有家可去,日日出動怪手警力,一間戶一畝地圍剿剷除,有時明裡來有時暗裡來,村民防不勝防,日巡守夜開會奮力抵抗,直到最後一戶拆下門楣家牌,數十年家村記憶湧上,收拾過往,道別舊村,邁向新村。

2010年反高鐵護菜園一役後,菜園村的命運如何?當日萬人站出來為菜園村抗爭,立法會通過高鐵撥款後,抗爭彷彿告一段落,但菜園村村民的抗爭其實尚未完結,而是轉上了自力搬村的艱辛路上。

2011年,在爭取復耕牌以可在自購農地上建屋的的半年中,村民同時開始新村的規劃,要不要有馬路,誰住在誰旁邊,誰住在這誰住在那,由村頭到村尾,每間屋的設計,污水的處理,自有地、農地與公家地的比例等等等,一蓋集體討論決定。

同 時間,政府宣佈村民十一月要離開。另一方面,因自購土地相關路權的問題,村民擔心即使買了地卻未能可以通往起屋而躊躇。時間逼切,這是團結的機 會,亦有潰散的危機,踏入十一月,政府開始進場拆屋,村民開始了每日巡守、阻擋怪手,爭取先建後搬的日子。直到2011年5月,菜園村村民離開住了幾十年 的家園,搬到自購農地上的臨時屋,繼續自力建村的路途。

是甚麼讓村民面對重重難關,仍然堅持、團結,沒有被擊潰?眼下新界東北村落形勢日益險峻,菜園村的經驗,示範了自主搬村,亦告訴我們真實的抗爭的漫長,一切仍需繼續關注。

In 2010, amidst heated opposition, the Legislative Council approved the funding for the construction of the Hong Kong section of Guangzhou-Shenzhen-Hong Kong Express Rail Link. The focus of the struggle of Choi Yuen Village, the major victim of the land resumption and clearance involved in the railway project, has then shifted to building a new village for themselves.

In 2011, whilst fighting for an official license which allows them to purchase farmland and build houses, the villagers began planning the new village. From the design of every single house, to the ratio between private land, farmland and public land, every detail was discussed and decided collectively.

Meanwhile, the government announced that the villagers had to move out in November 2010; however, due to the ‘Right of Way’ issues, the villagers were concerned about the possibility of commencing the construction of the new village on the piece of land which they were not sure if they had the right to pass through.

The government started to tear down houses in the village in November. To fight for sufficient time for building the new village, the villagers formed daily patrols to stop the demolition.

In May 2011, the villagers eventually left their homeland, in which they have lived for decades, and moved to temporary houses built on a farmland they purchased.

Despite all the obstacles, the Choi Yuen villagers demonstrated persistence and unity. The struggle and experience of Choi Yuen Village manifests new possibilities to the villages in the northeastern part of the New Territories that are now confronting land resumption and demolition; it also reminds us of the true hardship of a prolonged struggle of this kind which we should never overlook.

我們生活的世界,城市、土地、住房成為逐利與堆砌金錢的生財工具,

原有的居民及居民用生命編織的空間軌跡,成為資本積累巨獸面前應被清除的路障。

許多人被迫離開家園,

但也有一些人咬牙苦苦撐著,堅持不走。

影展的作品所講述的,正是這些驅逐與抵抗的故事。

以發展為由,太多太多的居民被逼著遷離。

然而人民其實不該走,居民不該受到驅逐,而發展更不該只有一種路徑。

在逐與被逐之間、在走與不走之間,都市地景說了什麼故事?
